That is not because Arizona does not flood. It is because the way Arizona floods prices differently.

Median all-in cost is $547 a year. The middle half of quotes fall between $464 and $800, and the cheapest tenth come in under $398. “All-in” means premium plus policy fee and Arizona surplus lines taxes — the number on the bill, not a base rate.

The Arizona pattern: your address, not your zone

Arizona quotes range from under $398 to $800 across the middle four-fifths of our book — roughly a twofold spread on either side of a $547 median. That variation is driven by the building: first-floor height, distance to the nearest wash, foundation type and replacement cost.

That is Risk Rating 2.0 doing what it was designed to do. Arizona’s flood exposure is monsoon runoff, washes and sheet flow rather than riverine or coastal surge, and those hazards do not respect the boundary of a mapped floodplain. When the pricing model looks at your building’s elevation, distance to the nearest channel and construction rather than at the letter on the map, Arizona properties inside and outside the floodplain end up looking similar — because they are.

The practical consequence: a quote is worth getting even if you sit outside the mapped floodplain. Zone AE — the only Arizona zone where we have quoted enough properties to publish a median — comes in at $581 against a statewide median of $547, a gap of about $34. The mapped high-risk zone is not carrying a large premium over the rest of the state.

We deliberately do not publish medians for Arizona’s other zones. Outside Zone AE our zone samples run between 23 and 36 properties, and a median from a sample that size moves too much to be worth quoting as a price.

Where in Arizona we quote

Tucson leads our Arizona book, followed by Phoenix, Scottsdale, Flagstaff and Winslow. That spread matters: Flagstaff’s snowmelt and Winslow’s Little Colorado exposure are different hazards from the Sonoran Desert washes around Tucson and Phoenix, and they price differently even at the same zone label.

What drives your Arizona premium

Nine in ten Arizona quotes carry a $5,000 deductible, and the median building limit is $250,000 — the NFIP’s statutory ceiling. Only about 9% of Arizona properties we quote need more than $250,000 of building coverage, the lowest share of any large state in our book. If you are in that 9%, the federal programme cannot cover you fully at any price and private is the only route.

Beyond that, the factors are the ones the rating model actually uses: first-floor height, distance to the nearest wash or channel, foundation type, replacement cost, prior claims and whether the property is your primary residence. Roughly seven in ten Arizona properties we quote are primary homes; about a quarter are rentals.

Is flood insurance required in Arizona?
Only if you have a federally backed mortgage on a property in a high-risk zone — A, AE, AO or AH. Outside those zones no federal rule applies, though an individual lender may still ask for cover as its own condition.

Why is Arizona cheaper than most states?
Lower building values than the coastal states, and a hazard profile that produces frequent shallow flooding rather than catastrophic depth. Our Arizona median of $547 sits about $144 below the 27-state median of $691.

Does homeowners insurance cover flooding in Arizona?
No. Standard homeowners policies exclude flood everywhere in the United States, including damage from monsoon runoff and wash overflow. Flood cover is always a separate policy.

Is Zone X flood insurance worth buying in Arizona?
Often, yes. Arizona’s hazard is monsoon runoff, wash overflow and sheet flow, none of which respects the boundary of a mapped floodplain, and FEMA reports that from 2014 to 2024, 29% of NFIP claims came from outside high-risk flood areas (FEMA, FloodSmart.gov). Being outside the floodplain lowers what a lender demands, not necessarily what you would pay.
